EPA Requires More Stringent BACT Analysis for GHG Permits

EPA’s Region V (IL, IN, MI, MN, OH, WI) is requiring regulators at Wisconsin’s Department of Natural Resources to consider “combined-cycle” natural gas turbines as part of its best available control technology (“BACT”) analysis when issuing air permits for greenhouse gases.  Combined cycle natural gas turbines are more energy-efficient than the simple-cycle counterparts traditionally employed; they are also more expensive and may not be cost-effective.  Region V’s mandate is particularly relevant for Region IX (AZ, CA, HI, NV), where EPA officials are currently deciding whether to require use of combined-cycle turbines by a utility company in San Diego, CA.
